First, the project partners from the University of Bremen, EVACONSULT Berlin, and National Academy of Sciences of Ukraine met to discuss scientific questions of the evaluation in the transforming Ukrainian science system. Important questions were, for example, the use of quantitative indicators and the mutual effects of evaluation and structural change of research units. Afterwards, a visit of the Leibniz Association took place in order to exchange practical experiences and policy implications about the evaluation of German and Ukrainian research institutes.
The project is funded through the Federal Ministry of Science and Education (BMBF) and the Ukrainian Ministry of Science and Education in order to support the establishment and further development of a suitable evaluation scheme for the institutes and research units of the National Academy of Sciences in Ukraine. The Ukraine has adopted the Leibniz evaluation model and is now systematically evaluating institutes as a part of reforms of the science and innovation system. The kick-off meeting of the project took place in July 2017 in Kiev.
